You don't need to put down anything to dry the ground first. The purpose of the plastic is to keep the moisture in the wet ground right where it is -- in the ground, and not allow it to evaporate into the air in the crawl space. Just go ahead and put down the plastic.

Assuming the bottom surface will be dirt or gravel, I strongly recommend a layer of plastic. It will greatly reduce the moisture level in the crawl space. It made a huge difference in mine. As to the moist air that comes in through the vents, I leave my vents closed all year.
